Debate Highlights RRFSO Challenges

A recent debate, hosted by Kingfell Plc, one of the countrys leading fire safety specialists, highlighted the industrys concerns about the implications of the Governments RRFSO [Regulatory Reform (Fire safety) Order]. It was a unique opportunity for delegates from a number of Britains leading companies in the mass transit and heritage sectors to quiz a panel of experts about subjects that included how to increase general knowledge about the Order, how disputes regarding fire strategies will be resolved, and the future of risk assessments. With an Order looming that represents the largest overhaul of fire safety legislation for decades, it was hardly surprising that some of the UKs most senior and experienced fire safety professionals attended this years Kingfell Annual Fire Safety Debate. On hand to answer their questions was a panel of experts that comprised Ken Knight, Commissioner for the London Fire and Emergency Planning Authority; Fred Tingle, editor of Fire Safety Professional; Dr Gordon Cooke, an international fire safety consultant; John Northey, the recently retired editor of Fire Safety Engineering; and Paul Bryant, CEO of Kingfell, who chaired the debate. The question was about how the poor level of knowledge and understanding regarding the RRFSO will be overcome. While no conclusions were drawn regarding the effectiveness of the £2 million the Government plans to spend promoting the RRFSO, the panel shared John Northeys belief that the learning experience will be similar to when health and safety legislation was introduced, which brought about an entire culture change.
